The Prime Minister suddenly announces that he intends to retire. The two leading contenders hoping to succeed him are persuaded to step aside when it's revealed that civil servants plan to leak details of past indiscretions. Jim Hacker becomes the surprise favourite to get the job when the Civil Service decides to back him.
