Summary
Steve Marsh (Tim Pigott-Smith) is the left-wing leader of a London borough council. He acts as if he's very working class - in reality he comes from a very middle class background.
His main opponent in the council chamber is Sir Bert (Ray Smith), the Conservative leader. Sir Bert really is working class, but he worked his way up from being a barrow boy to owning a chain of greengrocers' shops.
